You say possibly "dialling out through Skype by default in 3G areas?" but Skype calls using the iSkoot application (which I am almost certain these phones will use) actually just go over normal phone call and then get re-rooted via the Internet to wherever it is going...
For example, if you called someone then that would be taken out of, say, any free minutes or credit you have.
The only things that use an Internet connection are the chat, and the contacts list, simply checking who is on-line, etc.
